No, I knew that. I just thought Fraternal Twins just meant twins that were born from two different eggs rather than one egg splitting into two.

I guess what it boils down to is what a person's definition of "At the same time" really is.
For me, if twins are the same age and share the same birthday, then they're born at the same time.

I do recall one show about twin brothers, where one of the brothers always was saying how he was the oldest. And they were born about 10 minutes apart.

An interesting note - I recently decided to start playing Mother 3, and I forgot to get a translation patch. Lucas was introduced as "‚Ó‚½‚²‚Ì‚¨‚Æ‚¤‚Æ" [futago no otouto] (twin younger brother) and Claus as "‚Ó‚½‚²‚Ì‚¨‚É‚¢‚³‚ñ" [futago no oniisan] (twin older brother). So in naturalistic Japanese there can never be "twin brothers", only older brothers and younger brothers who are also twins.
There was also a cute story in the paper about twins born in different years a few days ago.

It's worth noting that the line about them being "twins" was changed to "brothers" when Yoshi's Island was released on the GBA.

Personally, I prefer that Mario's the older brother by a few weeks at least. You? I said on a previous page that I like the notion of him being older by one whole adventure, since he popped out of the Stork's bag at the beginning of the game, while Luigi didn't appear until the end.
