I know two girls who live across the street from me and they look exactly the same, like twins. But they are a year apart in age.

This is kind of Obsolete. YI has shown us that Mario and Luigi are twins. Why are we still arguing?

Sorry to revive this ancient thread, but I'm genuinely surprised that no one brought up the real reason why the sources are so emphatic on age.
Japanese has no word for "brother".
In Japanese, you can say "older brother", or "younger brother", but saying simply "brother" with no age reference requires awkward circumlocutions. So even twins are usually differentiated by age; if Mario was born first it would be more natural Japanese to refer to him as the "older brother" even if he is older by just a few minutes.
So, the answer to the poll in this topic is "both".

"Ani" (older brother), of course. In the PM1 opening, Luigi calls him "Nii-san" in direct address. (Luigi also calls himself "boku", for what that's worth.)

And the issue was resolved in Super Smash Bros. Brawl, where Luigi is called Mario's younger twin.

That is good Japanese usage from my research. Even twins are distinguished as older and younger because it is very clumsy Japanese not to - an analogous situation in European languages is not distinguishing sex (brother vs. sister). IRL twins are not born at exactly the same time!

I've sort of joked that Mario is technically older than Luigi because he popped out of the Stork's bag at the beginning of YI, while Luigi popped out at the end.

Yeah but the opening narration in YI GBA changed it to brothers. I imagine they'd be more apt to call them twins if they looked and sounded exactly alike in every conceivable manner, but they don't. This is the way fictional writing typically works.
