Koopa village has to be part of either the koopa kingdom or some sort of rebellion place so I guess the Koopa Kingdom is like China, not everyone is a Communist there it must be the same with koopa cities

and maybe Koopa Village is really called something else. Nintendo just added that name so you know its inhabited by Koopas. I never really thought of the Koopa Kingdom as communist anyway. Although I have always thought of both the Mushroom and Koopa Kingdoms to be much larger and many more places not seen in Mario games.

I know Bowser is not Communist but he is evil, and what I'm trying to say is that not all Koopas are evil

I know you are. I don't think all Koopas are evil either. Parakarry and Kooper certainly aren't evil.

Still...would Kooper really want to rebel against his home country? It doesn't seem in his character. And they all practically worship Mario...I think they're just MK villages with Koopas in them. Not all places that have Koopas are in Dark Land.

True but there could be whole towns that are just not evil

Evil is a matter of perspective. They could totally idolize Bowser and not consider themselves evil at all. But I'm sure the majority of them wouldn't want him to be overthrown. And even if they did, we would have heard about it.

I've never really thought of Bowser as evil anyway. And I believe the Koopa Kingdom is far more than just Dark Land. What does communism have to do with Cuba?

Yea but he is giving the country to other communist people who are brainwashed to believe that communism is good and if Fidel Castro dies there will be people dancing in the streets

...Wha?
btw, If Koopa Village is part of MK, then Rougeport is also. But I've always thought of Koopa Village as an isolationist group of Koopas that disliked Bowser and broke off after the Koopa Bros. turned into jerks (as stated in PM). btw, Why in the world is the Koopa Bros. Castle so flippin' close to the Captial City of the Mushroom Kingdom?! It makes absolutely no sense.

Maybe because the Koopa Bros. built it there

It was originally owned by peace-loving Bob-ombs. They annexed it, as said in-game.
