Since LavaLava Island is on the map and Mario goes there it's technically in the Mushroom Kingdom,
And Peach said she was traveling in the Mushroom Kingdom while she was in Rogueport so Rogueport's in the MK.

True, she said that she was traveling within the MK, but she also said that she had to refuel. Perhaps she was traveling from one continent to the next - though both contained MK territory - and stopped to refuel at the foreign, though nearby Rogueport.

If Rougeport is not part of the Mushroom Kingdom it at least has to be near it

I always thought Rogueport and Petalburg were in the Koopa Kingdom, hence their high Koopa population.

His guards are based in Castle Koopa and who's to say that some Koopas there aren't guards just because you can't see any weapons or anything.

Dark Land doesn't have to consist of strictly military bases. Not every citizen works for Bowser. However, I disagree with Clive Koopa, because in Peach's letter, it describes how she was vacationing throughout the Mushroom Kingdom, and Bowser feels very out of place during his scenes.

Well obviousl they're not going to attack you if they working secretly as spies or whatever. And as I said, Bowser's troops are mainly based in Castle Koopa. You don't see US troops in uniform walking the streets of Los Angeles or New York, do you. Same with Koopa troops in the Koopa Kingdom..
I don't know how to answer that. But I still think Petalburg and Rogueport are in the Koopa Kingdom.

I've always thought Koopa Village, Monstro Town, Koopahari Desert and Vibe Island are part of the Koopa Kingdom too. I've not played PM2 but I do know that Petalburg and Rogueport have a high population of Koopas through looking at Mario Wiki, which led to me thinking they are in the Koopa Kingdom. Bowser, being the ruler also rules these areas but that doesn't mean he has guards there. I'm not sure what you mean, Shadowgoomba about Bowser being out of place. Could you explain your point please?
