Well, first, every 100 years, the Observatory flies near the MK's sky. Star Bits fall, and they are used to create more Power Stars.
I personally think those are concentrated star energy. Star Bits contain star energy.
Power Stars seem to be pretty powerful (but their role is unclear - maybe it's to link Star Haven to the MK ?) but only when used en masse. Separately, they are ridiculously mundane. I guess they are so weak because they are made of Star Bits, but the more there are, the more their power multiplies itself. Like, if a Power Star's power level is 1, then all 120 stars' power level must be not of 120, but of 120x120 = 14.400 (it's ovah nine-thousaaaaand).

Where did They come From? Honestly, this one is Tough, but, I am going to say that the Star Spirits made them as a Sort-of "Insurance Policy" for the Universe. As for how many there Are? There are Seven Groups consisting of 120 Power Stars each to Correspond with the Seven Grand Stars(Making a Grand Total of 840, not counting Grand Stars)!
How Powerful are They? It depends on how the Star is utilized. We do know, however, that each Power Star retains a Constant Stream of Energy, feed by Itself. Meaning they do NOT Gain or Lose Energy nor Effectiveness, under ANY circumstances! Think of a Power Stars Energy like Matter, it can be Neither Created nor Destroyed, only changed from one Form to Another. Unlike Matter, however, Power Stars Absorb all of the Energy they Release, thus Maintaining a Constant Power that can never Change. As long as someone has a Star on their Possesion, they are fed Power by It, Power that is only Lost upon Death(Like Gobblegut), or by losing the Star itself(Like King Bowser). As previosly Stated, the Power Stars reuse there Energy, but they appear to recieve said Energy from an Unknown Source, like a Well. And the Energy is similar to Electricity, in that it flows from the Star, into the User, then back into the Star. And aside from it's Energy, the Power Stars appear to release some Form of Radiation, which, if exposed to for Prolonged Periods of Time will make the User gradually more Powerful(As Evidenced by King Boo, and the Goomba King), once they Lose the Star, however, they stop being affected by it's Radiation. The only Flaw I noticed with this was Bowser not growing Stronger over the Years, but I suppose the use the Stars to make him Normal(And forget about the Others, whom they see as Unimportant)! I know you guys are going to Bash me for this one, but it's hard to Explain it the way I'm envisioning it, so just ask Questions if you have trouble Understanding!

Seven groups of 120, not counting Grand Stars? First off, Grand Stars are counted both in SMG and SMG2 to the normal Power Stars. Second, the groups are of 121, more like... Also, there's no basis to assume it's seven, right?
Also, again the "is Mario Party canon" story - would the stars from Mario Party count? There is a limitless number of those things. Probably not.

After reading EpicGyllynn's theory about the source of the Power Stars energy I had an idea and came up with another theory.
Perhaps the stars don't actually absorb any energy (maybe the dark anti stars do?), but rather each star contains a limitless amount of energy and emits that energy at a constant rate. It must be difficult to change the rate at which the energy is emitted, which might explain why individual stars don't seem to grant much power even though they can supply an endless amount of energy. And perhaps this emission rate is altered when power stars are concentrated together in close proximity, and maybe shine sprites are the same way.
It's possible that the energy is stored within the star somehow, it could be that the energy is not actually infinite, but rather it is immeasurably large.
Alternatively, maybe the stars don't actually store much energy at all, but rather act as sort of dimensional white holes, expelling the energy that gets absorbed at some other location, perhaps a black hole, or a dark star?

MetaBlackYoshi, you just Explained my Theory better than myself! I was trying to say that Power Stars don't store Energy, they just release a Stream of Energy from an Unkown Source(Possibly a Black Hole-White Hole Relationship like you Suggested). And, Artemendo, I'm assuming that either the Star Spirits or Rosalina created the Grand Stars, and 120 corresponding Power Stars that were given to different People. Keep in Mind that we have only seen 120 Power Stars, the same 120 that gaurd Mushroom Castle.

I repeat: POWER STARS ARE MADE OUT OF STAR BITS.
Rosalina created 120 power stars to power up the observatory, Lubba created 120 power stars to power up his ship and the castle's power stars are made from Star Bits falling every century. Didn't anyone paid attention to SMG's intro ?

It says they made a "Great Power Star", it doesn't mean every Power Star was made that way!

The original version states that "Star Fragments are gathered to make a Power Star" or something. And even then, if Grand Stars are made of Star Bits, Power Stars are made of the same things as Grand Stars, thus...

I'm still leaning on the Power Stars not increasing or decreasing in Number(120 per set; No more, no Less)! But if a Grand Star is made every Century, that would mean that Rosalina left the Planet as a little Girl 700 Years ago! Although I'm sticking with Star Spirits created them all(All 840)! And the Comet Observatory is powered by the Grand Stars, not the Power Stars, they where just an Alternative Fuel during the Events of SMG. The Power Stars from SMG/2 are the ones that gaurd Mushroom Castle, while the Grand Stars are Rosalina's. I'm assuming that the Star formed from Star Bits at the beginning of SMG was a Grand Star that broken into Star Bits when Bowser attacked the Observatory!

I was thinking about that earlier Today, I think the concept of a Giant Power Star evolved into the Grand Star, but that would make 8 Grand Stars(Unless I was right about the Grand Star from SMG1)!

I think that every century, some Power Stars are made (and occasionally a Grand Star) to power up the castle. In SMG they could make a Grand Star (see the intro) and a Power Star (see the Grand Finale Galaxy level). So, now, the Mushroom Castle has 121 Power Stars and 2 Grand Stars.

I doubt that, though. I think it's more likely they are Transformed Lumas. I'm sticking with the Grand Star from SMG being turned into Star Bits and sent to ME in order to prevent Bowser from getting all of the Grand Stars. Plus sending it to the Planet(More specifically the Mushroom Kingdom) would give Mario the opportunity to retrieve it, and Power the Terrace(Without which, he would have Failed)!

The first Grand Star that Mario rescued was already stolen by Bowser and was used to construct a machine though. Or maybe that there are 8 Grand Stars for the Observatory ?

I'm sorry, my original SMG no longer works, so I'm just going by Memory, but don't you get the first one given to you in the Gateway Galaxy? But, I suppose having 8 Grand Stars isn't a stretch, considering it can fly through the Universe at the Speed of Light.

It isn't really "given" to you. It is held in a machine that sucks the star's power to create some kind of robot or device (according to a Luma).
And after you get the 7th Grand Star, Rosalina says the Observatory is fully restored, so there aren't 8 Grand Stars. So the one at the start of SMG is still in the set of stars of Peach's Castle.

Well it could still be the 7th Grand Star, I mean, if Bowser took the Castle and, I believe, the Power Stars to the Center of the Universe, then why wouldn't he take the Grand Star as well?

The last Power Star was powering up Bowser's star (you know, the final battle happens at the center of it). I doubt a bit that Bowser would kidnap Peach before even starting his plan. But, heh, it's Bowser after all.
