They have a blast range of somewhere along the line of 30 ft on each side. Everything gets affected by a massive shake that leaves immediatly. How does it work, how does such a great blast not affect things further away, and who made them?

I'd say they release a sesmic charge, which is stored inside them. The charge travels through the ground making the ground shake, but peters out over a distance.

I think a trigger is pushed inward to release some magical energy blast. The trigger would be pushed inward because Mario punches the underside / and in SMB2 when it hits the ground.

You don't have to hit the underside of the object hitting it is travelling fast enough. That may mean the block is supposed to only accept hits from below, but a large momentum hitting it will also set it off.

Maybe there's more than one type of POW.
Speaking of which, why are they always written in all caps? Even in a menu? Is it an acronym or something?

Maybe the P series of items uses a new form of energy release or something, which is why they all have a "p" somewhere on them.
