They must be a natural occurrence because they were just there in midair in Mario Bros. (arcade) and in Super Mario Bros. 2 they were lying on the ground out of nowhere

I would guess man made. Or at least some sort of magic phenomenon. Their perfect square shape tends to make me think it was somthing manufacture rather then grown. Then again, are other types of blocks man made?

Of course, Bowser's armies probably brought them into the sewers of Brooklyn as weapons.
Were the other blocks man-made? If I remember correctly (from M&LSS), they were created with magic. The POW blocks could possibly have been created the same way.

Some PoW blocks could be found lying around in SMB2, are you sure the PoW blocks were brought by Bowser's army? because I'm pretty sure it was used the other way around

We know that POW blocks don't exist in our world, so Bowser must have brought them. The bros. just used them against the Koopa armies.

Toad's people could have made them. There's pow blocks in several shops in the Paper Mario's.

Maybe the blocks are just chunks of "POW mineral" that is mined from somewhere. The mineral is cut into equal chunks and painted with "POW" to identify it.

I'd say the mineral is a substance that has strong earth-elemental powers. It just releases a shockwave when jarred (meaning the mining operation must be very careful, or a chain reaction would result).

More theory here: The mineral is very light by nature. All blocks slowly drain mass when not lying on an earthen surface, for example when someone is holding it or sitting on a metal shelf. At one point, it becomes the same density as air, causing it to float. When hovering, it keeps a balance between losing and ganing mass, causing it to stay in place. This exchange of mass also makes it seem hard to move once in the air.

Very nice. I guess we could also use a variation of this mass-transfer theory to explain why the item boxes and information boxes also float.

All the coin boxes are made by scientist at hoo-hoo hooninersity. I'm not sure if they made pow blocks too but they probly could have.
