Hey !
He went from Toad Brigade Captain to Commander Officer Toad !
His title in SMG was Captain of the Toad Brigade even in the Japanese version.
And the brigade was promoted in SMG.
Silly NoA. Why do they do those changes ? It's almost criminal.

So, does this show proof that there are two different Toad Brigade Captains? I don't think so, as it's always possible the captain still felt he needed to introduce himself. After all, he does see Mario as his superior.

The Mushroom Ministers (Chancellor) introduced himself in Paper Mario too, even though he already know Mario. I guess it's for people who didn't play the previous game. Or maybe he wanted to show off his new rank - after all at the Grand Finale level they weren't promoted yet, but they were about to be so.
EDIT: Wait, I'm not sure if "His Japanese name is Kinopio Expedition Captain in SMG1" is a true statement. It's like that in the French version, but I should stop jumping to conclusions so fast.

I'm not sure. I'm sorry, I already searched and didn't found any SMG1 video with the captain's name on it. Actually I'm not sure he's even directly referred to be "Toad Brigade Captain", the other Toads simply call him "captain". And you learn in the Grand Finale Galaxy level that they are about to be promoted as the Castle's Royal Guards.
And, finally someone else that understands why I hate Nintendo of America.

You really aren't affected by NoA though... and NoA isn't some evil place that likes to change the words in a game, no matter who is translating from Japaneese to English, something won't be exactly as intended. And NoA has made good decisions

They made more bad decisions than good ones.
And I am affected by NoA. 70% of the games we're getting are translated from the American vesion.
And they take out things that can't make it for cultural reasons (like a pun not working in English) but they keep taking out stuff that could have stayed there. They aren't "evil", they only try to make the games more American, but that's not good when it hits Europe.

I think they should try to keep Mario from leaning towards any culture, as that makes it easier on us theorist. But I suppose appealing to a broader audience through cultural references would be more important...
