Well, in the comic he seems innocent enough. I agree with you, though; I don't think Mario's quite as nice as he appears to be.

Wario might have offended Mario in some way without knowing it. Mario got all ticked and they didn't like each other.

New point of interest here. The Wikipedia entry on Waluigi presents two points of evidence that he may be a construction worker. - One of his karts is an excavator.
- His "boss" song in DDR:MM is called "Destruction Dance".
Plus, there was all that mechanical activity going on back on Waluigi Island for MP3. EDIT: Well, I checked back and it also says that he uses eggplants a lot (which is true), a potential reference to the game Wrecking Crew.

But I think most people would know what the Mario brothers look like Well, maybe their plan was to travel to distant lands where the inhabitants only knew Mario had a mustache, overalls, a hat, and was a little round. They could say that they are the Mario Bros and take credit for any random village-saving that happened. Maybe one would wreak the havoc and the other would do the rescuing.

That sounds plausible. I guess their focus eventually shifted to actually outdoing the Mario bros. through the sports events and parties. Though I'm sure they still find time to pose as the Mario bros.
Is anybody familiar with what the Wario bros. were doing in Dance Dance Revolution: Mario Mix? I think they were the enemies.

Waluigi is the one who steals the music keys, he gives one to Wario and the other two to some generic bosses. I'm not exactly sure how you end up fighting Bowser at the end of the game, on account of I don't own it. But I'm going on what I've heard so far.
