Because Bowser didn't drectly control any of the area's and transporting blasters to all of those locations would be a hassle. That one blaster probably belonged to the whomps.

He could have put some in the three areas which he had direct power over. (Where he holds the two keys and the giant Power Star)

The regular paintings are portals to real places, the bowser levels were made by bowser.

Why would he make obstacle courses? Seems more likely that he would just drop Mario into a bottomless pit.

No, Mario's too valuable. He teams up with Bowser to fight bigger foes, like Bleck and Smithy. Why there was only one blaster: BUDGET CUTS.
"Sir, your levels are too complicated! Youre over budget! "Well, what can we do?" "We can sell all of our Bill Blasters." "Let's keep one, just because it's so helpful." Later... Not enough budget ? He has a gigantic treasure in his castle's cave, as you see in M&L3.

But his own, personal money is for HIM, not for his army. It's for getting a nice new throne, the various building insurance after Mario comes by and buying more shiny jewels and treasure like objects so he can look rich. He technically has the budget for a new minion, but let's face it, with Mario around, the throne would last longer.

They're cheap enough to keep. And all the koopas are scaredy-wimps who run away. And their shells do more for Mario than for Bowser.

Goombobs in SMB were pretty much just projectiles, but the koopas could actually kick their own shells.
