Is it possible that the Spinies thrown by Lakitus aren't real Spinies (the ones you see without any Lakitus around) but magical constructs like the blocks Kammy Koopa drops on heads? That would explain the infinite supply yet oddly limited number that can be out at any one time, although it postulates a lot of magical power we haven't seen much evidence for and doesn't explain why all Lakitus throw Spinies.

Seems to me that some Spinies thrown by Lakitus are eggs that hatch into Spinies, while others just throw spiky balls.

I don't really see why the "infinite amount" needs an explanation. They can probably summon an infinite amount of Spinies through magic, like how any major boss can summon an infinite amount of minions.

Another interesting note - in SMG2, Yoshi can eat Lakitu's Clouds but not Lakitus. If you have Yoshi pull the cloud out from under the Lakitu, it falls to the ground on its shell, flails around for a bit like any Koopa, then a new cloud materializes and the Lakitu goes back to floating around and tossing Spinies.

That suggests that the Lakitu does create its cloud, rather than the cloud being an item (à la SMB3) or a separate creature (which isn't completely ruled out as it could respawn even faster than Lakitus).
