Dinosaur Land seemed pretty empty, besides Yoshi's Island and the Yoshis it doesn't actually seem to have much of a society or government. Most likely, Bowser had quietly invaded the region before the Bros and Peach arrived.
As for the Valley of Bowser, I used to theorize it was underground, but these days I think it's probably related to World 6 in YI.
