No randomly placed coins in other dimensions? I remember them in both Smithy's factory and SPM. Giving people money randomly wouldn't fix a poverty issue, since it would devalue the money that they're giving. I believe the Hooniversity was just studying blocks, not making them, which is why they used the laser in their research.

Actually it hints that they make copies of them. Things such as that big bloc that gives coins depending of if Mario or Luigi hits it ? Nowhere to be found elsewhere. Probably their creation.
Also, sorry, I forgot the coins in SMRPG and SPM. Well, then floating coins are creations of the Ancients. Now, to know why they scattered them everywhere...

I don't remember any blocks in there that can't be found in other places throughout the game.

Why Coins Float? If you don't have to Jump to reach them, then they aren't Floating. And the ones that do Float, do it because of an increase in Magical Energy in said areas, but really, unless you need a POW Block or Wall Jump to reach them, it's just a Gameplay thing.
Why are Coins scattered Everywhere? My guess is they aren't. Look at the RPG's(And to a Lesser Extent, 3D Games), when Mario defeats an Enemy they drop Coins. Even though we could go through W1-1 in NSMBWii without defeating anything, I'd imagine, Canonically, the Enemies chase Mario... Whom proceeds to stomp the Coins out of them!

Them delivering those to Joke's End and Bowser's Castle seems highly unlikely.

Do the M&L Blocks(The ones you have to take turns Hitting) actually exist, or are they just an In-game thing?

Them delivering those to Joke's End and Bowser's Castle seems highly unlikely. There are no blocks like this in Bowser's Castle though. I can't remember about Joke's End, but due to the nature of that level (Mario and Luigi adventuring separately) I doubt there are blocks like this at Joke's End too. And Joke's End is part of the Beanbean Kingdom anyway.

Joke's End is part of the BeanBean Kingdom. And I can't remember seeing them in Bowsers' Castle!

No, they're in there. Also aren't they in PiT or BiS too? I forget.

Maybe PiT, but not BiS. I'm guessing their existence is an In-Game thing!

They aren't in PiT either, although the Shine Block is similar.

I think everything that makes use of Mario and Luigi being together is an in-game thing, like those Bros. blocks. Come on, it's hard to imagine actual blocks like these floating around the Mushroom World that you need "a red and a green brother" to activate.

Yeah, I agree, it MUST be an In-Game thing! Just like Coins scattered everywhere(See my full Theory in this Topic)!

I'm leaning towards that being an in-game thing too. but if you think about it, the first M&L did have a lot of red/green siblings (Starshade bros, Hammerhead bros, Jellyfish sisters)

That is true. Also, there's the Iron Clefts in PM:TTYD. I guess having brothers be red and green is kind of a trend after Mario and Luigi appeared... OR, this one might be interesting, maybe the trend has always been there and it's the Stork (or the powers that command the Stork) who gave Mario and Luigi those colours to conform to that trend!

That would work if it wasn't for the fact that the Stork delivered them while they were in diapers.

They were wearing red and green hats.

Right! Forgot about that. You know, I wonder what Mario and Luigi would look like if they were bald?
