I was out for a walk tonight and it suddenly occured to me that FLUDD should have some practical uses in the community. After all, they are being mass produced by Gadd Industries, aren't they? So anyway, I put some thought into it and I came up with some ideas.
FLUDD would obviously be used for fire prevention purposes and probably not much else, but what role would each nozel play in the act?
Spray Nozel: This default function of the flood would probably be used to simply doused the flames in water, much like a firehose.
Hover Nozel: Here in the real world we have specially trained airborne firefighters called "Smokejumpers" (http://www.fs.fed.us/fire/people/smokejumpers/), who are trained to parachute into forest fires and attempt to put them out, sometimes staying in the action for days at a time. I have a theory that the Hover Nozel would serve a similar purpose in the Marioverse; the trained firefighters would jump at a low altitude from an airship or plane and then, upon getting close enough to the ground, activate the Hover Nozel in order to slow their decent and make a safe touch-down, all the while spraying the area below with water and creating a safer landing zone as well as dousing the flames in the process. Upon landing the jumpers would then switch to the Spray Nozel and proceed to fight the forest fire.
Rocket Nozel: This additional nozel could be used for a number of reasons, the most obvious of which would be to make a quick escape from the area if things got too dangerous. The individual would rocket up and out of harm's way, and then switch to the hover nozel in mid-air allowing them to move away from the dangerous area. Another possibility would be for evacuation purposes. Perhaps the individual has found survivors of the fire, or is in need of assistance himself. The airship which dropped them, or a seperate support ship, would then fly in low enough for the jumper to rocket his way up to the ship, drop off the survivors, and then jump back in if need be.
Boost Nozel: Once again an addition that would most likely serve evacuation/assistance purposes. If the individual finds survivors he could then switch to the Boost Nozel and quickly get them out of harm's way until necessay evac arrived. Likewise, if one of the individual's teammates was in trouble and in need of assistance ASAP, he could then use the Boost Nozel to reach his fellow firefighter in a fraction of the time it would have taken him on foot.
So that's all I've got so far, and once again this is all just speculation. The Nozels wouldn't only be used in cases of forest fires either; they could easily serve a purpose in urban locations, as well.
