Well Katsini and Tatanga may not be related but they are the same species.

Sarissa looks like she could be Sabasa's apprentice or something.
I dunno why Katsini looks so much like Tatanga, or even where his name comes from.
What's unusual about the Wario's Woods characters is that only a fraction of them showed up in the Japanese release of the SNES version, which was only on the BS-X. Even stranger, their names aren't listed anywhere nor do they have their dialog from the English version. I know, I checked the only ROM dump of it.
