Apparently, there will be multiplte mansions in the new Luigi's Mansion game. I think this solves the question on whether of whether or not the mansions in the spin-off games are the same one from the original.

We don't know why these mansions are there (they could have been made by King Boo just before the game's events, too), why is E. Gadd asking Luigi to adventure through them, etc.
Until we know more of the game, this doesn't really solve anything.
