Because it seems like it may have been around before him if the design is to be believed, since it's not your standard villain base design, it has a fancy room with stained glass window and such where you rescue the Subcon people, and things like the dream machine seem like they were there for quite a while.

I think it might be an ancient palace or something Wart retro fitted into his castle/palace/mansion.

I also think the "ancient" design is actually the Subcons' current design.
