returned, despite them being creations of Vincent Van Gore, a portrait ghost in the original game?

But now they appear in Mario spinoffs all over the place, as if they're suddenly some native species like the Boos.
Mario Power Tennis, Mario Super Sluggers, Mario and Luigi Superstar Saga, Mario Party 8... how are they suddenly reappearing with no source?

I personally never believed they were created by Van Gore, so much as they were just "summoned" by him.
If that's correct, then is the mystery solved?

Well, my theory is that those ghosts were creations of Vincent Van Gore, but other ghosts of that species (can't find a better word for it really) still exist in other places. Or maybe Van Gore painted a ghost that knew how to create more of them ghosts. Wait... hold on a sec. When you defeat Van Gore that is supposed to be the end of all minior enemies yet I remember still seeing more ghosts in the King Boo Hallway (Basement Hallway) after I killed Van Gore. (and there were even more in the optional rooms.) So I guess Luigi was bluffing when he said only one of Van Gore's creations still existed.

You know, didn't the Boos make Luigi's Mansion for the Portrait Ghosts ? That'd mean all the "regular" ghosts are really nothing more than creations of Van Gore.
King Boo's reappearance leads to believe some Portrait Ghosts somehow escaped from E. Gadd's lab. Maybe Van Gore could escape too ? Plus, did you notice Luigi's Mansion in newer games is a completely different place ? The Boo Woods was transformed into plains, and the haunted mansion was destroyed to be replaced by Luigi's new mansion, so the current "Luigi's Mansion" can't be the old one (plus the way to it in MKDS is different than it LM). Maybe that Van Gore "lives" there now.
EDIT: A "regular" ghost appears in Mario & Luigi: Superstar Saga. My argument is invalid (I'm not a bird, though). I guess Van Gore was just summoning them.

Maybe Luigi told him that only one of his creations were left (the chest) just for depressing him, what a bastard.
I think it's more probable that the ghosts just escaped the mansion (I'm not a good theorizer)
EDIT: Ok, ok! I've got a better one!
Think about Mario Power Tennis for a second. If you played it, you would probably know the minigame in the Luigi's Mansion's court. In there, you have to hit the paintings with the ball before the ghosts get released.
If you don't hit it, the ghost escapes. BUT the painting, after a few seconds, has again a ghost painted. Sure they are not the same kind of painting that the ones in Van Gore's Studio, but it can explain why ghosts keep coming.

I'd bill it as a combination of the above and Koopalmier's theory. Not only did the ghosts escape the mansion, but Van Gore also escaped the painting and began creating more and more ghosts again.
