Okay, well I once came up with an idea where the princesses were the protagonists in their very own adventure, but they've got new powers, as they've become transforming superheroines! Like this: The hammer for Daisy (Hannah) and the yoyo for Rosalina (Yolanda) were my doing. More artworks are underway. I love the Yoshi gameplay idea. Everything else ? A Powerpuff Girl Z parody with an awful plot and too many strange things to list them all. The gameplay seems a bit bizarre as well, with this Super Suit stuff. More seriously, well, that's what you find in most fan-games ideas anyway. But it feels strange that you presented it as if it was an official manual. What is sure is that if this idea came true, I wouldn't buy this game. But that's only my opinion. But the Yoshi gameplay would be awesome, and you did a pretty good work at explaining your idea ! ^^ As for everything else, well... I don't like it. Sorry.

(People want new games, yet not new ideas? Uh huh...) Glad you're not like that, though. But, not into it, fine by me. To each their own. There are quite some good fan ideas around that would translate well into actual games (as rare as they may be, mind). Moreover, FYI, plots were never the Mario series' greatest asset. Even if it is straight-up run-on, no matter.

MY opinion
Well for one, I'm not sure why the four villains mentioned would ever join Bowser's side... they hate him as much as they hate Mario in many cases. Reviving them would be bad, but here it's basically Smash Bros villain edition.
Princesses as heroes are cool. Rosalina isn't a princess in any official terms, but I'll let that pass.
Controls seem good enough. Standard Mario really.
Worlds seem a bit generic, straight out of New Super Mario Bros. Mix it up a bit, we don't need three games with the same world plans.
Koopalings as bosses = win, as are the other bosses.
Until the weapons, it seemed like 'New Super Mario Bros with princesses, although that's not a bad thing'.
Enemies are standard Mario, but a nice nostalgia trip.
I now figured out why Fawful and Midbus weren't in the main game when I reached the 'extra world' section of your document. Cool for including them, I was about to lecture you on not having them in.
Powerups in various modes are cool
So what do I say? Well to be honest, it's a good idea, in that it seems near enough what a plausible cross between Super Princess Peach and New Super Mario Bros Wii would look like, but it all seems a bit standard for the most part, bar the player characters. Indeed, replace them with Mario, and you've pretty much got a standard Mario game.
But good job.

For some reason I tend to care a lot about the plot. But that's just me.
I'm talking about fan-games that have thousands of unlikely ideas and only a few other ideas that are OK. Your idea has a lot of things that would never make it to a Mario game. Let's say I like fan-stuff that fits with the games. But again that's just my opinion.
Also by "Toadsville" did you mean Toad Town ?

But only six things in this could possibly not plausibly be in a Mario game (the six returning villains from the RPGs). The rest is basically 'New Super Mario Bros Wii/Super Mario Galaxy with some minor mechanics bolted on and different player characters'.
Heck, it even has the same worlds, bosses and enemies!

@cheat-master30: Don't forget, the gameplay in general is a 3D platformer (more like SM64DS), not 2D. It's just the world map thing that's largely retained from New SMB Wii. When I started with this, it all used to be quite a huge mess, but then later into it, upon applying the basics from most standard Mario games (more 3D in this case), that's when it comes down to playing it safe. I hope that clears it up now. And now, for extra measure, here's a plan for if Super Peach (her transformed version in this game) was in Smash Bros. By the way, Toadsville maintains the same idea as Toad Town, but it's more of a slight deviation. Attachments:

Just for kicks, here's what the ending of the game would be:
After the villains are thwarted, Mario and Luigi return home from their vacation at Isle Delfino like "Are we late? Where are they? Let's go get em!". But then, E. Gadd and Peasley tell them that it was Peach and the others who took care of them and saved the day. This strikes them with disbelief like "Whaaaaaat?" and they drop the ground.
*Not actually saying any of that, just implying it through actions like they always do.

Having done some self-assessment and corrections with this, I've managed to finalize this to something better. It seemed particularly contrived to have Kammy Koopa and the others appear this time. So I've given it a whole different villain this time: Empress Elenia, a vampire-like sorceress awakened and bent on taking over the kingdom. 2. The power-ups (Fire Flower, etc.) for this is pushing it. That and the whole Yoshi system are more like standalone ideas that would be better in a regular Mario game. Isn't it enough to center the whole gameplay around their Super Suits and the Weapon Buddies? Yes, it is. 3. Now a 2.5-D platformer, in the vain of DKCR, with background emphasis in most parts. Also like DKCR: While DK-only is the "regular but weakened state" and DK-and-Diddy is the "stronger state", here the same goes for a princess in her dress (the former state) and her suit (the latter state). 4. It means a LOT to have a 3D platformer. Can't just have one for the sake of having one. If you have a whole different gameplay schematic, go easy on it with 2D or 2.5D platforming. This may not be much at present, but here's just a bit of something to keep this going... (These ones are much older, though) Indeed, I've based the poses on these: Princess Power's poses correspond to the ones of PPGZ here. Peach being like Blossom, both as the well-rounded leaders. Daisy like Buttercup, the tougher of the bunch. Rosalina like Bubbles, the more laid-back (though weaker, but swifter) of the bunch.
