The same place, or different versions?
Take Bowser's Castle. In Mario Kart, there are about 14 different versions of the track, and they're at least implied to exist at the same time. Are they all part of a giant Bowser's Castle location which also contains the golf course, tennis court, likely football stadium, baseball diamond, Mario Party boards with 'Bowser' in the name and all the platformer levels, or about twenty different castles under Bowser's ownership?
*Pictures a Blue Shell flying into the tennis court, or a golf ball hitting a character on the head in an RPG battle, or a stray go kart flying through the Super Mario Bros 3 level and into the lava*

As we know, Bowsers Castle is constantly subject to change, and renovation, but I'd say that at least some of them are just designed to be Courses, and I bet the Mushroom Kingdom oversees it's design(I'd imagine there are Guard Rails to prevent the Racers from plummeting to their Death... Well, the Racers besides Mario... He would just leap out with his butt on Fire). Meaning, they aren't intended to be his Base of Operations, just temporary Race Tracks on the Outskirts of his Kingdom.

Bowser is known to have multiple castles, so he probably rebuilds these courses repeatedly.
The same could hold true for any of the other courses. It's not unusual to assume the estate around Peach's Castle consists of a racetrack, a golf course, a tennis court and a baseball field. She probably has them renovated regularly, being royalty and all.

I'd rather say the castles in sports spin-offs are only constructed to be race tracks and stuff. Same goes for the Peach Castles (yes, even the one in Mario Kart 64: it could've been canon, but it is contradicted by Super Mario Galaxy, which has an higher level of canon).

I don't think it's necessarily a different castle so much as inaccurate where the racetrack really is. I think it could be nearby her castle, just not as close as is depicted in Mario Kart 64.

The Race-tracks are definitely under constant renovation, anyway, look at Mario Circuit. As for the Raceway in MK64, it could have been Canon if it was only a temporary course, because at that time Toad Town wasn't right on the heels of Peach's Castle, just really close. But thats not a very good one, I'd say that they are rebuilt for each new Grand Prix, and they are just "near" her castle, like ShadoGoomba said. Except for the Track in MK3DS screenshots which depicts the road going through her Castle, I'd say that was just for show, especially considering how small it is.

The castle is quite small in its other MK appearances too. And it's too far of Toad Town - don't forget a part of the town is right next to the castle. I'd rather say that every Peach's Castle in Mario Kart is a fake, to make the aera more interesting. I also don't think every Mario Circuit (for instance) is the same, due to their different location (none have the same background). I rather think that they construct it, and then destroy it, or reconstruct it later at a different place, or connect it to the most near road.

The main reason I think it's Toad Town is the similar Architecture to that of SMRPG, and the Castle is basically to scale with her Castle in the main series.

But it's right next to Peach's Castle. The only explanation would be that Toad Town is actually quite big - which I don't believe.

That's what I mean. Toad Town is right next to Peach's castle, and the area is flat (plus the town is constructed over a lake or some kind of water point). In MKWii, the zone isn't flat though. Although it may just be a meaningless redesign... Does it really matter anyway ? If it's not Toad Town and Peach's actual castle, we don't know where it is anyway.

Well, considering if the topography doesn't change in that short amount of time, I think we can assume that it's some other location set aside specifically for Mario Karting.
