Are these guys just Koopas in armor or are they a species of Koopas because they seem to have some special abilitys, such as a last ditch attack.

They're just highly trained with armor, which is why they can learned advanced techniques. I think Goombella said (or maybe Goombario) that Koopas dream of becoming these guys, meaning they could with the proper training.

Yea I think it was Goombario. Check Super Mario Wiki under Koopapatrol and we will find out

It was Goombella. In Super Paper Mario, they also say that "Only the toughest Koopas are selected to join the elite Koopatrol guard," so yea, I'd say they're regular Koopas with super training, skill, and heavy armor. |
