The location of this place is a mystery but the map that Luigi had said his Mansion was located in a meadow and also at the end you see Luigi's Mansion in a less scarier place. Maybe Boo Woods only looks scary at night because the Boos have to hide in the day

There's really no proof as to where it could be. However, near Forever Forest seems most likely given how similar it looks and the high population of Boos nearby in their mansion and Gusty Gulch.

Maybe the Boo Woods are in an unexplored part of Forever Forest
