There's really no proof seen in any game about any sort of government system of the Mushroom Kingdom other than the royalty (seeing as that would be a bland idea to put in a game), but I doubt that it's a complete dictatorship because all of the citizens seem happy and the kingdom is generally prosperous.

Well, there is a chancellor in SMRPG, isn't there? So it may be a Republic-Monarchy, where the king/queen hold little power.

The King is mentioned in the Super Mario Bros. instruction manual and the comics. So I'm sure he's there, but is too busy to be troubled by things. The queen may have died.
