How is it possible for the Mario Brothers and their baby versions of themselves can appear together in Partners in Time and in some sports games?

No...it does, because E. Gadd gets a lot of media exposure. But remember that games are not ordered chronologically according to release.

The time machine would explain why baby Mario/Luigi are in those games along with the other babies. Remember, the time machine was sent back to the past with young Toadsworth, so unless he had gotten rid of it, it would just be sitting there all those years waiting to be used.

I think a better question would be "How is it possible that Mario and Luigi can casually invoke time travel to play sports with their past selves without seriously altering their own memories?"
It was needed in Partners in Time, but dragging their younger selves to the present just to hang out- on a regular basis no less- would naturally have dreadful consequences on not only the Mario Bros., but on history as a whole.

Well, I think we (or at least most of us) agreed that sports games can be canon, but not all the characters. Take Rosalina for example. She appears in Mario Kart Wii, but why would she leave the Comet Observatory?

Rosalina, in meeting Mario, Luigi, the Toad Brigade, and others, ended a long period of isolation and actually made friends. Sure, she's always had the Lumas, but actual human contact would naturally be a breath of fresh air. It isn't inconceivable that she's capable of enjoying hobbies and interests, or that she might occasionally enjoy having fun with Mario and company.

Hi, welcome to the forums. The punch is on the table on your left, and there's food in the fridge (I think).
That's one of the many reasons that leave to think some Mario sports games aren't canon. Mario Tennis: Power Tour, and Mario Golf: Advance Tour are probably not canon because they depict a completely different Mushroom Kingdom with a talkative Mario who's seen as a legend by humans (which also leads to believe that these two games are set on Earth). I also think that only the introductions for Mario Golf/Tennis games should be counted (mainly because Mairo Tennis and Mario Power Tennis' intros show the tournament form the start to the end). The only intro to clearly show Baby Mario is Mario Golf's, so it may not be canon either. However we're sure that at least some of them are canon, as they are mentionned in Paper Mario.
As for Mario Kart, many characters are out-of-context (Baby characters ? Rosalina ? Dry Bowser ?) so the simpliest thing to do is to do as if they weren't in the games. Oh, and Mario Baseball games don't seem very canon either.
And, finally, the ending scene of Mario & Luigi 2 was clearly a "Farewell, we'll miss you", not a "Bye, see you later".
TL;DR Some Mario sports games, and a bit of the content of the others, ruin the continuity of the series and should be ignored. This includes the past-Mario-to-the-present thing. After all this ruins the logic of the Marioverse, and this is the last thing that should happen to us.

Reference that no one but me will get aside, Mario wouldn't necessarily be changing the past by going back and grabbing his baby self, because this would have already happened in his own past. He was always destined to go back and grab himself, thus creating a stable time loop.

Rosalina is extremely dedicated to her role as the Mother of Cosmos. Plus she's a very serious and somewhat cold person. I hardly see her taking vacations of her important role for wasting time in insane car racings where everyone throws bombs at each other.

Yes, I think so, too. Rosalina racing karts would leave the Observatory unprotected and the Universe unwatched over. "I could survey the passage of time... OR I COULD RACE ON A BIKE AND THROW BLUE SHELLS! YAY!"
