..... Possibly, now that I think of it, those could have been prototypes that were thrown away by the place that created the Mario Kart Blocks.

Prototypes because they didn't hide their contents and had a simple probability.

And getting more off topic by the post; How are the karts able to run into item blocks, get the randomly generated item, and the block disapear without it or the kart breaking?

But then what kind of material is it made with, if it was glass then the karts would all have flat tires.

Exactly, it's made out of magical... something that breaks easily and then disolves. Only for another one to be beamed down later.
They are also able to figure out what place the kart is in, and give them an appropriot item. Or not.
