The item changes in the block from Super Mushroom to Fire Flower to Cape Feather then Starman and repeats. Once you release it, it continues to bounce and change. You get whatever you touch. That's about it.

That power-up is a machine that generates an artificial power-up when hit from underneath.
Is that good?

I don't understand why it being artificial would make a difference. It still has the effect on Mario.

Maybe "artificial" in this case means "machine-created" as opposed to "naturally found".

But still, it shouldn't matter. Artificial or not, it doesn't explain how it changes while bouncing.

It changes form because it's a machine.

Oh, I see what you mean. Could be, but why would people invest tons of money and effort for little purpose?

Why would E. Gadd create a vacum that flies?

So he clean up all their air pollution.

Because it's cool and gives him media exposure, like the moon landing. If it's in some random place the creator won't get famous.

So he clean up all their air pollution. That's actually a good point. Have you ever seen smog in the Mushroom Kingdom? Between Mushroom City and Moonview City, you'd probably have at least some pollution without a countermeasure.

Dang.... That's good. Well, what about if the item was created for fame like shadowgoomba stated?

It could be for both. Doesn't seem very practical though.

I was talking about the Power-up machine.

No, because they're all in the middle of nowhere.

Maybe they were there for field testing.

Which brings us back to, "Why is it there?". ;/

I'm telling you, it's just an in-game present from the Super Mario World staff.
