Mario wiki defines Flip/Flopside residents as Flip-Flop folk.
Anyway, it says in the game, that people from all dimensions enter the underwhere, when their games are over.

I seriously doubt the Overthere and Underwhere should be considered Canon, I mean, SPM was really just on big, addictive, Fun-to-Play, Fourth-Wall breaking joke! It was obviously included as a joke, I mean, Underwhere... Under-wear... see?
EDIT:Although I do believe the ME has its own Afterlife, possibly shared with other Nintendo Universes.

I don't think that the Underwhere is a whole joke because in the game Bowser mentions that Bowser wants to send Mario to the Underwhere when he defeats him, but then realizes that he is in the Underwhere
