I believe that the Pipe Maze is not a seperate region but is in fact situated throughou the whole underworld of the Mushroom Kingdom. Some pipes can whisk you thousands of miles in a whisk like a wormhole. You can create pipes with a wand to take you where you want it to. In the Pipe Maze are loads of underground rooms, which some are very hard to get to. Some Koopas use these rooms to discuss secret plans, etc.
