After much lazyness I have basically the only proof. Bowser says this to Kammy after you beat the Goomba King:
I used the star rod to make him a king because he begged me...
The matter for his size is unknown. This is the best I got.

Then I say that he was always that size--this way, SM64DS and PM will harmonize.
