Maybe the Luigi from SMG2 is the second Luigi from SMG, the Space Luigi. I guess Space Luigi just lives somewhere in space.

The second quest of SMG is literraly said to be in "another world". The playable Luigi is apparently Mario in Luigi's body in an alternate dimension. However that second quest shouldn't even be considered canon, in my opinion.
It is said Luigi "had to hustle to get up there", and a Toad says "I wonder how is Luigi. He's still in the Mushroom Kingdom down there, right ?". So SMG2's Luigi is the Luigi. In SMG1 he was inside Peach's Castle and, while Bowser was transporting it to the center of the universe, Luigi and the Toad Brigade falled of the castle. In SMG2 the Toad Brigade (although maybe another brigade) were on the MW and wanted to save Peach too, so a Luma helped them making a Starshroom and they adventured in space, until meeting Mario in Spin-Dig Galaxy. But we don't know how Luigi got there. There's no Starshroom to be seen. My random theory: he went up to Star Haven and took the blue vessel that previously helped Mario going to Bowser's Castle in Paper Mario, or he used the Star Rod and wished he could get at any point in the universe (although it would've been very easy, while Luigi says he "hustled" to get in World 3).

I think the Second Quest was just Luigi dreaming or something, though he probably did help get some of the Stars in SMG2!

Aww, you guys are all just hatin' on Space Luigi. Poor guy can't help it that he was born a slightly shorter and slightly discoloured version of Luigi.

No, I think Super Luigi Galaxy happened in a paralllel universe. As for Space Luigi in SLG, he was from yet another parallel universe. They happened somewhere in The Whole Sort of General Mish-Mash*, but not in the timeline we follow.
