In SMA4, the lower part of Sky Land is an island. Nimbus Land, on the other hand, is surrounded by mountains. Also, most of Nimbus Land is on platforms that keep going up while Sky Land is is relatively level. I'm not sure that the island part is actually part of Sky Land as it is on the ground. That island though is probably the nearest piece of land to Sky Land. Nintendo hadn't created Nimbus Land back then so its possible that Sky Land evolved into Nimbus Land and therefore could be the same.

No, the lower part is most definitely Sky Land. It says so in the instruction manual, ending credits, strategy guide, etc. As for your second point, if it looks different and has a different name, then it should be considered a different place. One of these factors could change; however, they would need one to stay the same so that people can be sure it's the same.

What I don't understand is how the ground part can be a part of Sky Land when its not in the sky.

It is part of Sky Land because it has the sky fortress on it which connects to the real sky land

My theory is this: Sky Land once was a small nation with very little political power. Since they were so insignificant to the other nations, they could not pose a real military threat, and could not gain more land than a small island. So, the only option was to train themselves to cast a spell. They worked long and hard, and made a kingdom to be proud of in the only unoccupied space left, the sky. Then, they built the Sky Fortress to connect the two lands, as seen in the game. Sky Land then kept the lower level, naturally, so as to improve trade relations.

Yea and then Nimbus land may have been people who wanted to stay in the sky but they used the same spell to make another cloud where Nimbus Land now is and they somehow evolved into cloud people

Nah, I think the Nimbus people were natural inhabitants.

Yea that would explain them being clouds

And if you think about it, the Alive clouds could be somehow related to the clouds with faces on them.

I think Square Enix made Mallow like that on purpose.
The location of Nimbus Land? If it's in the sky on top of clouds, then it should be in an atmospheric oribit around the ME.

In SM RPG it didn't look that high up when you are in Nimbus Land

I think that the Nimbus Kingdom is constantly carried by the wind in one BIG circle around the Mushroom Kingdom, because it does exist on a Cloud-like structure, so Sky Land and the Nimbus Kingdom could very well be the same nation in two different locations.
EDIT: If this is true, then, It's probably only accessible via Land from Bean Valley, and the Sky Fortress.
