The L33T Hamm3r Broz. speak in forum language because Shroobs are computer nerds and apparently that was the first language they thought of when they put those helmets on the Hammer Bros.

They lived on Planet Shroob...so that theory's out. I think it was just a random language and Alphadream decided to make it 1337sp34k to be funny.
