How do you think the wands what the magikoopas use are made? I also believe that not just the magikoopas but anyone with enough experience in the Koopa empire uses them too.
Anyway as to how they are made:
I believe the wand itself is made from a metallic metal and the magic itself is some kind of dust located in the ball shaped part of the wand. The dust could be mixed with many other ingredients. I believe that the wand probably works with the mind and all you do is think of what you want to turn someone/something into and the wand does that. They can also be used for teleportation and communcation.

It all depends on the perspective of what you think is magic.
I think Magikoopas are the only ones with magic, so they're the only ones that can use wands. They draw the magic energy from themselves manipulate it with their mind. The desired spell is made using the wands sphere which contains magic of it's own.

So are Bowser and his Kids/nephews/whatever they are all Magikoopas too? I think that just about anybody or anything can absorb magic power.

Exactly. But they don't just absorb magic like that. Using a wand requires great training IMO and not just anybody can use one.

So. Who do you think makes all thes wands? The Magikoopas? What is the importance of the wands from SMB3? Were they the templates for the newer wands with more and more koopas seem to be getting. Or are they some how more powerfull than the wands seen being sed by most magikoopas?

They are made by some koopas, maybe even magikoopas in the wands department of the Koopa Empire. Some wands are more powerful than others. I believe they are also very expensive and can cost from 2,000-10,000 gold coins. The wands in SMB3 what the kings own are basically the same type of wands what magikoopas use, I think.

Each king has a wand witch he uses to retain order around his land. The kings wands are probobly more powerful than magikoopa wands.

Plus, if the koopas had wands alredy why would they steel another one of the same qulity. But it's verry possible that they didn't have wands back then.

Even in Super Mario World there were only 2 magikoopas, one in lemmys castle and one in larrys castle. But we know they had wands because of kamek.

And in latter Mario games it seems like they got an almost unlimited suply of wands and magikoopas.

Maybe the jewels in the wands are very rare. Of course they probably found a jewel mine recently, that would account for the amount of magikoopas nowadays.

They might have been trained, dur to their high status. In superstar saga, Wendy uses some magic attack and Lemmy can clone himself.

All the koopa kids could use magic in SMB3. But only with the power of the king's wands.

In superstar saga Lemmy and Wendy could descise goombas and spineys as copies of themself, this got me thinking that maybe there copies in SMW were actually decised enemies.

Yea. They would be more realistic looking if they were magic. More like the magikoopa's clones wich look identical to the magikoopas.
