It's not an amusement park because there's only one attraction and there's the bar and shop on the sides. There's obviously something in front since there's no gate or anything to keep people from falling off the edge of glitzvile.

Yes, but it still isn't really a "town." Maybe on paper it is, but not when compared to a place like Toad Town.
